We help landlords meet the Welsh Government’s Optimised Retrofit Programme (ORP) requirements with technology that improves resident wellbeing, tracks retrofit impact, and reduces fuel poverty. Switchee devices qualify as both smart heating controls and environmental monitoring systems, ensuring compliance, unlocking funding, and proving results.
Switchee is a recognised eligible measure under ORP, fundable both as a smart heating control and as environmental monitoring technology.
Monitor, assess and validate your ORP projects
Prove your project's success
ORP requires housing providers to show measurable improvements in efficiency. Switchee captures home performance data such as Heat Loss Rate and Time to Heat to provide an accurate picture of home performance, easily downloadable and helping you evidence the success of upgrades.
Engage residents effectively
Switchee’s in-home device doubles as a communications tool, delivering 90%+ resident response rates and improving access rates to up to 98%. This trusted channel ensures smooth retrofit rollouts, reduces no-access issues, and keeps residents engaged throughout the transition to low-carbon living.
Built for low-carbon heating
Switchee integrates seamlessly with heat pumps and other ORP-funded technologies. By monitoring how systems are used and their impact on comfort and bills, landlords can verify performance and provide residents with reassurance during their transition to new heating systems.
Keep projects on track
Utilise our Trusted Installer Network to install Switchee’s along with a host of other retrofit measures. Using tradespeople local to your project, all installers are industry-certified by recognised bodies including NICEIC and Trustmark, ensuring high standards of competence and compliance.
Continuous monitoring, long-term value
With built-in sensors, Switchee monitors temperature, humidity and ventilation in real time. Insights flag risks like underheating, overheating or damp, allowing housing providers to build intelligent retrofit strategies. This continuous monitoring helps safeguard resident wellbeing and asset value long after retrofit works are complete.
Tackling fuel poverty
Switchee’s data gives landlords the ability to identify residents most at risk of fuel poverty. With this insight, support can be prioritised where it’s needed most, ensuring those who are struggling receive improvement works that genuinely make a difference to their ability to heat the home.
What is the Optimised Retrofit Programme (ORP)?
The Optimised Retrofit Programme (ORP) is the Welsh Government’s flagship funding initiative to decarbonise housing and achieve net zero by 2050. It provides registered social landlords and local authorities with funding to upgrade homes, making them warmer, healthier, and cheaper to run. ORP supports a wide range of measures including insulation, low-carbon heating systems, renewable technologies, and smart heating controls.
The programme is designed to do more than deliver carbon savings. It tackles fuel poverty, protects resident health, reduces NHS costs, and safeguards the long-term quality of housing stock. By embedding data requirements from the outset, ORP ensures landlords can monitor, evidence, and continuously improve retrofit outcomes at scale.
Switchee is recognised as an eligible ORP measure, fundable both as a smart heating control and as an environmental monitoring technology. This dual role makes it instrumental in achieving ORP’s aims, as it not only helps optimise low-carbon heating systems but also provides critical pre- and post-retrofit data required by Welsh Government reporting.
Since its launch, ORP has funded retrofit projects across Wales, supporting landlords in upgrading thousands of homes. With further investment committed, ORP continues to play a central role in ensuring Welsh housing is affordable, sustainable, and fit for the future.
